Review launched to examine One Gov project

A new Scrutiny Panel is to review the ongoing One Gov project to reform the Island’s public service. The Panel will examine the project to update and restructure government Departments. The stated aims of the One Gov project are to focus on collaborative working, eliminating silos, and improving services, effectiveness, and value for money.

The ‘One Gov Review Panel’, established by the Chairmen’s Committee, will take evidence on the project through written submissions and a number of public hearings. It will be coordinating its review alongside the 5 permanent Scrutiny Panels and Public Accounts Committee, to ensure that the changes to government departments are adequately scrutinized. 

At the end of the review, the Panel will publish its independent report on the project, including any findings and recommendations for the government to take into consideration. The Panel will also consider the impact of the Machinery of Government Law (P.1/2018), which introduced additional responsibilities and powers for the Chief Executive and enables many of the changes to be implemented. 

The Panel Chair, Connétable Karen Shenton-Stone, commented:

“Government departments are undergoing rapid change, and it is therefore necessary that the States Assembly is able to monitor these changes and ensure that they work in the best interest of the Island. We will be welcoming submissions from a wide range of stakeholders, and we hope to ensure that these significant changes to the Island’s public service are subject to the objective oversight and scrutiny that they require.”
