Public Accounts Committee responds to Comptroller and Auditor General's 'Thinkpiece'

19th January 2021

The States of Jersey’s Public Accounts Committee (PAC) has issued a response to a ‘Thinkpiece’ published today by the Comptroller and Auditor General (C&AG).

The Committee, which is responsible for assessing whether public funds have been applied for the purpose intended, welcomes the Thinkpiece, which draws on the C&AG’s first year in office and the findings of a public consultation during that period. It sets out proposals in relation to annual reporting and assurance frameworks of States established and States controlled entities, as well as the governance of the Office of the C&AG.

Deputy Inna Gardiner, Chair of the PAC, said, “The Public Accounts Committee is very supportive of the Comptroller and Auditor General’s request to have oversight of the appointed auditors for all public-funded bodies, and agrees with her determination to lessen the current inconsistencies between Government-funded entities.

“Independent appointment of auditors is a fundamental principle of effective public audit and without transparency in annual reports, it is more difficult to hold public sector entities to account. We therefore commend the efforts of the Comptroller and Auditor General to improve the accountability of all States-owned entities and we will be following up with the Chief Executive and Senior Officers to ensure her recommendations are implemented.”
