Appointments
This morning’s session began with the nominations for a new Chair of the Health and Social Security Scrutiny Panel. Deputy Rob Ward and Deputy Sir Philip Bailhache were nominated. Both Deputies had the opportunity to speak for up to 10 minutes, followed by 20 minutes of questions from States Members.
The States Assembly voted to approve Deputy Rob Ward’s appointment as Chair, with 32 votes for Deputy Ward and 14 votes for Deputy Sir Bailhache.

States Members then asked the Minister for Social Security, Deputy Elaine Millar; Minister for Treasury and Resources, Deputy Ian Gorst; and the Deputy Chief Minister, Deputy Kirsten Morel, speaking on behalf of the Chief Minister, questions without notice for 15 minutes each.
Deputy Montfort Tadier made a statement regarding the ‘Mois de la Francophonie 2023’ in his capacity as President of the Jersey Branch of the Assemblée Parlementaire de la Francophonie.
Draft Sanctions and Asset-Freezing (Amendment No. 3) (Jersey) Law
The Minister for External Relations and Financial Services proposed to amend the Sanctions and Asset-Freezing (Jersey) Law 2019. The proposal aimed to remove power to implement EU sanctions provisions by Ministerial Order and implement standards of the Financial Action Task Force.
The States Assembly voted to approve the proposition with 43 votes for, no votes against, and no abstentions.
Following the vote on the Minister for External Relations and Financial Services’ proposition, the States Meeting adjourned. The States Assembly will reconvene for the next States Meeting on Tuesday 18 April 2023.
