​To begin this week's States Meeting, the Bailiff read tributes for the late former Senator Freddie Cohen and Constable Len Norman. This was followed by a one-minute's silence.

Oral questions with notice

Non-executive States Members asked Ministers oral questions with notice for two hours and 20 minutes.

Oral questions without notice

After questions with notice, non-executive States Members asked the following Ministers questions without notice for 45 minutes (15 minutes each):

  • The Minister for Economic Development, Tourism, Sport and Culture, Senator Lyndon Farnham

  • The Minister for Infrastructure, Deputy Kevin Lewis

  • The Chief Minister, Senator John Le Fondré

Statement

The Minister for Treasury and Resources, Deputy Susie Pinel, made a statement regarding the findings of the States of Jersey Complaints Board in relation to a complaint against the Treasury and Exchequer Department

Public business

Request for landlord licensing scheme

Deputy Robert Ward asked that the Minister for the Environment, Deputy John Young, re-lodge his request to introduce a new landlord licensing scheme. Deputy Ward's proposition included amendments that would require landlords to renew the licence every five years and remove the fee structure of the Minister's original proposition – which was rejected by the Assembly last year.

The States Assembly voted to APPROVE the proposition.

Permanent headquarters for Jersey Sea Cadets

The Assistant Minister for Home Affairs, Deputy Gregory Guida, asked that a permanent headquarters for the Jersey Sea Cadets is identified and funded by Government of Jersey, and that the current base at Fort Regent is not released for development until the Cadets have a new home.

The States Assembly voted to APPROVE the proposition.

Housing Affordability Crisis: Actions for the Government

Senator Sam Mézec proposed a declaration of a 'Housing Affordability Crisis' and actions for the Government of Jersey to address this.

He asked for the Government to introduce legislation to enhance the security of tenure and tenants' rights, introduce rent stabilisation legislation, reduce social housing rent setting to charge up to 80% rather than 90% of the market rate, and amendments to the Andium Homes rents policy.

The States Assembly voted to REJECT the proposition.

Penalty charges for parking offences

The Minister for Infrastructure, Deputy Kevin Lewis, proposed regulations to decriminalise parking enforcement and introduce penalty charges for parking offences instead of criminal proceedings.  

The States Assembly voted to APPROVE the proposition.

Additional protection for cats in road accidents

The Minister for Infrastructure, Deputy Kevin Lewis, proposed regulations to implement the States Assembly's prior decision to provide cats with additional protection in road accidents.  

The debate on this proposition will resume at a later date following the Environment, Housing and Infrastructure Panel's request to scrutinise the regulations.

States Members' pay

The Privileges and Procedures Committee (PPC) asked States Members to approve a new independent system for reviewing and setting Members' pay and to disband the current States Members' Remuneration Review Body.

The States Assembly voted to APPROVE all parts of the proposition EXCEPT part b (vii), which Members voted to REJECT.

This means that a new independent system for setting States Members' pay will be established, but the requirement for all States Members to be paid the same amount remains in place.
