Terms of reference
- To examine proposed land transaction deal between the Waterfront Enterprise Board and Harcourt Limited in relation to the Waterfront development sites of Esplanade Square and Jardins de la Mer and including the sinking of La Route de la Liberation.
- To examine the financial and commercial implications of the new design framework for the area (the Hopkins Masterplan)
- To determine whether the terms of the proposed transaction with the developer represent good and fair value for the people of Jersey.
- To consider any further commercial and financial issues related to the proposed sale which may arise in the course of the Scrutiny review that the Panel considers relevant.
