What is the review about?

A review of the proposals established in the Housing Department’s White Paper: “Achieving Decent Homes” and set out in a subsequent Report and Proposition.

Terms of reference

  1. To determine whether the policy proposals contained in the White Paper and subsequent Report and Propositions are the most appropriate and able to address the range of issues identified by the Housing Minister and his department.
  2. To examine how the responses to the Green Paper were analysed and reported.
  3. To consider the financial and other implications associated with the policy proposals.
  4. To consider the findings and recommendations of previous scrutiny reviews on the subject.
  5. To identify changes to the overall Social Housing structure and consider whether the policy proposals will address known housing issues.
