What is the review about?

The PAC will, for the first time, be looking to call all the members of the Corporate Management Board to appear before it in public as it follows up the Comptroller and Auditor General's (C&AG's) report on the state of financial management across the States of Jersey (R.38/2015).

PAC's review will examine: the process by which States departments obtain permission from the States Assembly to spend public money; whether the current framework of accountability to the States for spending public money is effective, and the state of financial planning, governance and leadership across the organization.

Terms of reference

To consider steps being taken by the Treasury and Resources Department and, where appropriate, other States departments to address deficiencies in –

  1. the current framework for allocation of resources by the legislature to the executive;
  2. the current framework of accountability by the executive to the legislature for the use of resources allocated;
  3. financial governance and leadership across the organisation; and
  4. financial planning within the organisation.
