Terms of referenceThe Sub-Committee will examine the following matters –the operation of the Council of Ministersthe establishment of the Cabinet Officethe role of Ministers and Assistant Ministersthe structure and operation of the scrutiny function (namely the scrutiny panels and the PAC)the success or otherwise of the procedures set out in Standing Orders for the appointment of the Chief Minister, Ministers, Assistant Ministers and the Chairs and members of the Scrutiny Liaison Committee, the PAC and the Scrutiny Panelsthe implementation of the recommendations of previous reviews of machinery of governmentThe Sub-Committee will not examine changing from a ministerial system of government to an alternative system, although the review will consider how the best aspects of the former committee system could be incorporated within the current system.
