Review into public sector performance management launched

​A review of performance management in the public sector has been launched by the Public Accounts Committee (PAC). The review will examine the Government’s key initiatives to improve performance since 2018, including the Jersey Performance Framework and Target Operating Models.

The Committee is particularly interested in gathering evidence from all Directors General and other key senior staff, in relation to the following issues:

  • Whether the performance assessment methods are fair, transparent and lead to improvements in decision-making, good governance and value for money.
  • How the methods used lead to improved department and Government performance and improved services for the public, especially vulnerable groups such as the elderly, children and young people.
  • How improvements to the performance management process will be embedded and applied to future Chief Executives, Directors General and Senior Officers.
  • What, if any, changes have been made to succession planning, long-term illness cover, deputising responsibilities, and emergency contingency planning.

Deputy Inna Gardiner, Chair of the Public Accounts Committee, said: “The PAC believes  good performance management processes should be transparent, fair and ultimately lead to better decision-making and improved governance. All initiatives should demonstrate how they provide value for money, for example, by leading to better outcomes and improved services for the public.”
