States Meeting Summary 27 December

​The States Assembly was requisitioned to hold an additional remote meeting on 27 December 2020 by the following Members:

  • Senator Ian Gorst

  • Senator John Le Fondré
  • Constable Len Norman
  • Constable Deidre Mezbourian
  • Constable Richard Buchanan
  • Deputy Carolyn Labey
  • Deputy Richard Renouf

The primary purpose of the meeting was to seek the Assembly’s approval of the Council of Ministers’ recommendation regarding Jersey’s involvement in the UK-EU Trade and Economic Cooperation Agreement.

Oral questions

Following a statement made by the Minister for External Relations, Senator Ian Gorst, States Members asked the Minister related questions for 15 minutes.

Members were then given an additional 30 minutes to ask questions without notice to all Ministers, in relation to the same topic.

Inclusion of Jersey in UK-EU Trade and Economic Cooperation Agreement

The Minister for External Relations, Senator Ian Gorst, proposed that States Members accept the Council of Ministers' recommendation that Jersey should be included in the UK-EU Trade and Economic Cooperation Agreement (TECA).

Deputy Kirsten Morel proposed an Amendment to the Council of Ministers’ Proposition. He requested that the Brexit Review Panel and the Environment, Housing and Infrastructure Panel report on the Agreement within the 90-day ‘cooling off period’ and for the Assembly to be explicitly asked to approve Jersey’s involvement in the Agreement.

Senator Ian Gorst proposed an Amendment to Deputy Kirsten Morel’s Amendment to the Proposition. His Amendment sought to ensure that Law Officers provide advice to inform Scrutiny's report, and that a debate is only required if the Council of Minister’s conclude that the 90-day termination clause should be put into effect.

Amend sea fisheries (licensing of fishing boats) regulations

The Minister for the Environment, Deputy John Young, asked that the States Assembly to approve the amendment of sea fisheries regulations to allow the Minister to issue licences to French fishing vessels so they can access Jersey Waters.

The States Assembly voted to APPROVE the Proposition.
