What is the review about?

​£6 million was spent on the public sector reform programme between 2012 and January 2015. The Committee's initial research has indicated that all stakeholders would benefit from clarification as to precisely when the reform programme started, what it set out to achieve, what has been delivered with £6 million and what lessons, if any, need to be learned as the next phase of reform gets underway.  PAC intends to publish a report before the States debate the next Medium Term Financial Plan.

Terms of reference

To -

(i) clarify the aims and objectives of the public sector reform programme,

(ii) confirm the resource allocated to the programme since inception,

(iii) examine the achievements and rate of progress of the reform programme during the period 2012-15.
