What is the review about?

​The Panel will review the Draft Telecommunications (Amendment No. 3) and Crime (Miscellaneous Provisions) (Jersey) Law 201- (P.19/2016), following an initial debate on the principles on 12 April 2016. The proposition is to amend laws designed to protect individuals against offensive behaviour, such as cyberbullying and revenge pornography, conducted online or by other electronic means. The Panel will look at the proposals to determine whether they are appropriate and sufficient to protect against such offences, which can cause severe distress to victims. The debate is due to resume on 14 June 2016

Terms of reference

  1. The Economic Affairs Scrutiny Panel will review the Draft Telecommunications (Amendment No. 3) and Crime (Miscellaneous Provisions) (Jersey) Law 201- (P.19/2016). The review will examine the draft legislation, associated documents and written and oral submissions from the department and any other witnesses.
  2. The Panel will report its findings to the States
