The Public Accounts Committee launches Review into States Annual Report and Accounts 2023

​The Public Accounts Committee (PAC) has launched a review into the States Annual Report and Accounts 2023. The main objective of this review is to explore whether public funds have been applied for the purpose intended by the States and whether sound financial practices have been maintained.

The review will seek to address the following key issues:

  1. To evaluate the accuracy, transparency and timeliness of the States Annual Report and Accounts 2023, including whether the contained Performance Report clearly presents the Government's performance. This also includes what changes will be made in the 2024 accounts presentation and how the Government will approach this, because of the change of Government in 2023.

  2. To follow up on recommendations made in relation to previous Annual Reports and Accounts by the External Auditors of the States of Jersey, the C&AG and the PAC. Emphasis will be put on improvements to internal IT controls and outlining plans for the complete integration of States Owned Entities.

  3. To investigate the reasons behind special payments detailed in the 2023 Annual Report and Accounts.

4.    To evaluate the adequacy of risk reporting and corresponding mitigation strategies outlined in the Accountability Report, contained in the States Annual Report and Accounts 2023.

Deputy Raluca Kovacs will be acting as lead member for the review, due to the previous Ministerial roles held by other States Members on the PAC during the period being reviewed.
