Terms Of Reference
  1. To review whether current arrangements with regard to Higher Education Fees are acceptable;
  2. To consider the position in other offshore jurisdictions;
  3. To consider any work already undertaken by the Minister for Education, Sport and Culture during the Department’s review of Higher Education Fees;
  4. To examine any further issues relating to the topic that may arise in the course of the Scrutiny Review and which the Panel considers relevant.
